California now has a general agreement with six neighboring states and four Canadian provinces on how to put the brakes on greenhouse gas emissions. It's being called the most comprehensive plan of its kind, but the deal known as the Western Climate Initiative still has a lot of details to be filled in. Environment California's Bernadette Del Chiaro comments on the need for a 100% auction program for California and the rest of the participating WCI states.
