This is big: California is the first state in the country to not only put a cap on our global warming pollution but to put in place a detailed plan for how to achieve this cap by 2020. A heated debate over the past year has ensued concerning how the state would handle permitting of pollution emissions. Would polluters get away with polluting our air for free or would they pay? The Air Resources Board made it clear that California is going to require polluters to pay for every ton of air pollution emitted, funnelling that money toward global warming solutions.
